The training course initiative, initially launched under the auspices of the Jean Monnet Network BRIDGE Project (ID 620744 – 2020/2023), played a fundamental role in strengthening the professional training of public officials, experts, and stakeholders from key institutions across Latin America. In this context, the Training Course entitled “The European Union’s Regional Integration Process and Its Impact on the Provision of Legal Assistance in Latin America” was developed and delivered to public servants and collaborators of Brazil’s Federal Public Defender’s Office (Defensoria Pública da União), Mexico’s National Human Rights Commission (Comisión Nacional de los Derechos Humanos), and a consortium of military and academic institutions in Colombia, composed of the General José María Córdova Military Cadet School (Escuela Militar de Cadetes General José María Córdova), the Military University Nueva Granada (Universidad Militar Nueva Granada), and the Colombian Navy (Armada Nacional de Colombia). In total, more than 340 public officials received in-person training, in addition to hundreds of participants who subsequently accessed the course materials online.
Building upon this solid experience and expanding the scope of academic cooperation between the European Union and Latin America, the Jean Monnet Network Policy Debate BRIDGE Watch Project (ID 101126807 – 2023/2026) introduced two complementary training formats: the Training Courses and the Advanced Course.
The Training Courses aim to provide practical and interdisciplinary capacity-building on key topics related to European Union values, democracy, the rule of law, and international cooperation. Within this framework, the project develops annual editions of the course “Globalizing European Union Values and Democracy,” each dedicated to a specific thematic focus. The first edition, on “Democracy Building in Latin America,” was offered to officials of Paraguay’s Superior Electoral Court. The second edition, dedicated to “Digital Transformation and Innovative Solutions,” was delivered to staff members of the Economic Commission for Latin America and the Caribbean (ECLAC) in Chile. The third edition, focused on “Green Transitions and Sustainable Societies,” will be held in Uruguay. These courses take place in person in Latin American partner countries involved in the project and benefit from the active participation of local institutions and experts affiliated with the BRIDGE Watch network.
At the same time, the Advanced Course was conceived as an advanced training programme aimed at legal professionals, diplomats, academics, public officials, and representatives of civil society. Structured around in-depth thematic modules and offered in a hybrid format, the course addresses the main topics developed in the BRIDGE Watch annual reports, fostering specialized debates on democracy, regional integration, digital transformation, sustainability, and the strengthening of the rule of law. In addition to expanding the project’s educational outreach, the Advanced Course contributes to the dissemination of the conclusions and recommendations produced by the network, strengthening cooperation ties between European and Latin American institutions and encouraging the exchange of best practices between the two regions. In 2025, the course was held at the Economic Commission for Latin America and the Caribbean (ECLAC) in Chile.
Initially delivered in person, both the Training Courses and the Advanced Course are subsequently recorded, converted into digital content, and made freely available on this website, thereby expanding public access to the academic and institutional activities developed by the BRIDGE Watch network. This innovative approach seeks to consolidate new bridges for dialogue, training, and cooperation between the European Union and Latin America, reaffirming the importance of the rule of law and democratic governance in the contemporary global context.
This training course, part of the Bridge Watch initiative, explores European Union values and their relevance to democracy-building efforts in Latin America. Designed for jurists, diplomats, scholars, and public officials, the course fosters knowledge exchange between regions, addressing pressing topics such as the rule of law, digital transformation, and sustainable development. This initiative underscores the importance of shared values in strengthening democratic governance and fostering international collaboration.

The Training Course “The European Union’s Regional Integration Process and its Impact on the provision of legal assistance in Latin America” was offered by the Jean Monnet Network – BRIDGE project (2020-2023), co-founded by the European Union’s Erasmus+ program and the Latin American Center of European Studies (LACES).
This course, which is available free of charge and online, aims to give public agents and operators of law and international relations a greater understanding of how the European Union’s regional integration process relates to Latin America. It considers the complex legal issues involved and, in particular, their impact on legal assistance provided by Latin American countries.
The course was taught by Latin American and European professors who were partners of the BRIDGE project in Portuguese and Spanish (always with translation in the subtitles of the video) and is divided into seven classes. The course was recorded in October 2021.
The Advanced Learning Course “Democracy and the Rule of Law in the European Union and Latin America” (WP9), hosted by the University of Chile and the Economic Commission for Latin America and the Caribbean (ECLAC), is offered within the framework of the BRIDGE Watch Project as a specialized training initiative for jurists, diplomats, academics, public officials, and civil society stakeholders across the region.
Structured into six thematic modules, the course combines the findings and key recommendations of the BRIDGE Watch Report 2024 (WP3) with in-depth discussions on the foundations of democracy and the rule of law in Latin America, as well as on the
challenges posed by digital transformation to fundamental rights, electoral processes, political participation, digital markets, and regulatory governance, in a comparative EU–Latin American perspective.
By integrating research results with policy-oriented debate, the course seeks to strengthen institutional capacities, promote the dissemination of European and Latin American law, and
foster dialogue and exchanges of best practices between both regions, reinforcing the central role of the rule of law in democratic consolidation.
